Justice Paul M. Newby
North Carolina Supreme Court Justice Paul M. Newby was born in Asheboro, North Carolina on May 5, 1955 to Samuel O. and Ruth Parks Newby. He was raised in Jamestown, North Carolina where he was a Cub Scout in Pack 18, Uwharrie Council (now Old North State Council), and achieved the Arrow of Light. He was a Boy Scout in Troop 17 and earned his Eagle on April 24, 1969, subsequently earning two palms. Justice Newby was a member of the Order of the Arrow and attended the 1969 National Jamboree in Idaho. Newby graduated from Ragsdale High School, and subsequently received his B.A. degree in Public Policy Studies, magna cum laude, from Duke University and law degree from UNC-Chapel Hill School of Law. Justice Newby is also the recipient of an Honorary Doctor of Laws from Southern Wesleyan University.
Justice Newby interned at both the United States Supreme Court and the 18th Judicial District Public Defenders Office (Greensboro/High Point). He began his private law practice in Asheville, North Carolina with Van Winkle, Buck, Wall, Starnes and Davis, P.A. Justice Newby later served as Vice President and General Counsel of Cannon Mills Realty and Development Corporation in Kannapolis, North Carolina, and, in 1985, was appointed as an Assistant United States Attorney in Raleigh, where he served for over 19 years. Justice Newby has taught many courses for the United States Department of Justice and received the Crime Victims Fund Award. He is currently an Adjunct Professor at the Campbell University School of Law. From 2008 to 2009, Justice Newby served as Vice President of the North Carolina Bar Association and is currently active with several of its committees.
Justice Newby re-entered scouting with his sons, both of whom obtained the Eagle rank. As an adult, Justice Newby has served local packs and troops in various roles, including Cubmaster and Scoutmaster. He is the recipient of both the God and Service Award and the Heroism Award for rescuing nine people from a riptide. He currently serves on the Advisory Board of North Carolina's Occoneechee Council and is the Chairman of the Report to the State celebrating Scouting’s 100th Anniversary.  On December 20, 2010, the Occoneechee Council announced that Justice Newby is a recipient of the Silver Beaver Award in recognition of his long-standing dedication and service to the Council and its Scouts.
Justice Newby has been married to Macon Tucker Newby since 1983. They have four children, Samuel, Ruth, Peter, and Sarah. He and his family attend Christ Baptist Church in Raleigh where he is an Elder, Sunday School teacher, and youth leader.
